HERE has a long-term cloud contract with AWS (10 years, approximately 1 billion US dollars) for AI-powered map creation. The AWS regions in the EU (Frankfurt, Ireland) are subject to the US CLOUD Act. However, maps can be used entirely offline, so no location data is transmitted.
